Go nuclear, and we must start building now

Australia has three electricity futures — coal, nuclear or chaos. It’s time to bring Australia into the 21st century by aggressively embracing the nuclear one.
The prime minister’s thought bubble — fathered by political ineptitude out of policy stupidity — that a future could be crafted out of some hybrid mix of gas generation and so-called renewables is an embarrassingly inefficient and unworkable dead-end.
The idea that we could go all renewables — with assorted batteries from the Tesla version in South Australia to the Turnbull one in the Snowy included — is a fantasy; it would be the embracing of the third future: chaos.
In very simple terms, unless and until the laws of physics are repealed, if we want a power grid to deliver the cheap, reliable and plentiful electricity that has been the basis of our economy, our society and indeed our very civilisation, the base-load has to be carried by coal or nuclear.
I would have no problem continuing to have it based on coal, with the next generation of coal-fired generation far more efficient and much cleaner, in the real sense, of not pumping out particulates, than our existing ageing and indeed dying pre-1980s fleet.
But you have to recognise reality. Before the bushfires that was an unlikely prospect. After the bushfires — however irrational the demonisation of our carbon dioxide emissions and our coal-fired stations — even a single coal-fired station has become impossible.
Indeed the PM who carried a lump of coal into parliament symbolically returned it to the ground in his speech midweek. Yes, to digging coal up to power the thousands of coal-fired stations in China and all the other countries; no, to powering another one in Australia.
What’s wrong with the gas-renewables mix? Isn’t it — actually, more a gas-gas mix — working in the US, to both cut CO2 emissions and deliver cheap electricity?
Well, yes, but that’s also the answer to why it wouldn’t work in Australia. That’s the US, this is Australia. Another way of putting it, they have President Trump, we have PM Morrison.
We also have a near-uniform consensus across the truncated spectrum of state political leaders against the finding — far less the development — of gas. Did anyone mention fracking?
A mainstream spectrum that runs, not exactly unimportantly, borrowing from Dorothy Parker, all the way from A to B; or borrowing from Mark Steyn, from our Labor parties which are left-of left-of centre to Liberal parties which are right-of left-of centre.
Simply, there are three things wrong with the idea that gas could replace coal in the energy mix.
Inefficient gas
We don’t have enough, absent redirecting all exports to domestic use. We are not going to find enough anytime soon, if indeed we are even allowed to look for it.
Using gas to generate electricity is a hugely inefficient use of what should be a premium fuel; only slightly less inefficient than using petrol.
And that points to the third, in the context of the (hysterical) reason we want to kill coal: it’s still a CO2 emitting, if less than coal, fossil fuel.
Now, there are three arguments presented against nuclear, which is the only means of delivering non CO2-emitting reliable base-load power.
The first is the safety aspect — both the operation and disposal of waste. The first simply does not stand up, if you look through the hysteria at each of the three major accidents over the past half-century: Three Mile Island, Chernobyl and Fukashima.
It is the hysteria which has also created the other two objections: it takes too long to build a nuclear station and the capital cost — both over-engineering and time-value of money — makes the power too expensive.
According to the Asia Times last year, the average build-time for a nuclear reactor in China was five years. OK, this is Australia; if everything went right we could probably do it in 10. I doubt we could build a hospital in even two months, far less two weeks.
That is why we need to start now — we need at least three major stations to anchor the grid across the three eastern states, for starters, by 2030, as the coal stations continue to close with accelerating rapidity.
This can only happen with absolute bipartisan commitment from the two major parties. We also need it from the lunatic Green left.
The best, if faint, hope of “winning that”, is via bipartisan Labor-Coalition commitment not simply to nuclear, but that it is either three nuclear stations or three new coal stations.
If the left is serious about reducing our power-generated CO2 emissions, it can only happen by embracing nuclear.
And embracing it in a China-like way that allows the stations to be built in 10 years (I’d hang out for seven in my dreams), and not red-taped and green-taped or Nimby-ied away past 20 years and so into our third future of chaos.
A mix of base-load nuclear and peak-demand gas would be both efficiently viable and able to accommodate — in a fairly rational way — the vanity virtue-signalling generation by wind and solar.
Breaking the hoodoo against nuclear power might also help terminate what stands as the single most stupid decision ever by an Australian government — the purchase of the French nuclear submarines on the basis they are re-engineered back to an old (fossil fuel) technology.
Why didn’t we buy the US F-35 fighters on the same basis? That they be re-engineered to go back to propjets? And for delivery in 2050?
Yes, prime minister, go for it. You could find it liberating. Dare to be free of your predecessor and his utter, numbing across-the-board ineptitude. Try uttering the word nuclear.
And when you have uttered it a few times in connection with power generation; why, you will find it effortless to have it followed by the word submarines.

NUCLEAR SAFETY : Reactors that Can’t Melt Down – Pebble Bed Modular Reactor (PBMR)
NUCLEAR power is the world’s future. Nuclear has a few inherent disadvantages. It is without doubt the cleanest, greenest and safest form of power production. Contrary to what you may have heard about the Fukushima nuclear plant that was hit by the 2011 tsunami, not one single person was killed or injured by nuclear radiation. Not one. Also, no private property was harmed by radiation.

OVER recent years, engineers have developed an innovative alternative nuclear reactor design, known as High Temperature Gas Reactors. Instead of water, they employ helium gas as a coolant. In South Africa, a similar reactor design was developed: the Pebble Bed Modular Reactor (PBMR). Its fuel is small tennis-ball-sized graphite balls containing granules of uranium, rather than large metal fuel elements. The balls cannot melt.
Another major advantage of nuclear power is that it uses so little fuel. The total annual fuel usage of even a large nuclear plant can be carried in a couple of trucks. It can be airlifted-in, if need be. There is no need for long supply lines, which can be prone to weather or political disruptions. Nuclear reactors are refuelled only every 18 months.
Critics say nuclear is expensive. It’s not if you look at the total life cycle. A modern reactor is designed to last for 60 years and will probably last for 80 – versus 15-20 for wind turbines and solar panels. While money must be spent upfront in construction, benefits are reaped over many decades. What is required is an innovative approach to the project-cycle funding. Right now in South Africa, nuclear-generated electricity is the cheapest by far. The current nuclear plant, Koeberg, is over 30 years old and is now running very profitably, since the construction costs have been paid off.
Another plus is that the price of uranium is almost irrelevant. Such a little amount of uranium is used in a nuclear plant that even if the international uranium price were to double, it would make extremely little difference to the annual fuel bill. It is nothing like a variation in coal or oil prices.
Large-scale nuclear needs water cooling, which means plants must be built on a coastline or on a large inland water source. But big nuclear is probably too large for many nations to start with. There is a second solution: SMR-class Small Modular Reactors that are currently being developed. South Africa’s SMR is the Pebble Bed Modular Reactor – and a small PBMR can be only 10% the size of a large traditional reactor. A PBMR does not need large water cooling, so you can place it anywhere.
In fact, close to the point of consumption is no problem. “Modular” means that you can add extra reactors to the initial system, as you wish or need, when you wish or need. It’s something like adding extra locomotives to a large train, all controlled by one driver.
PBMRs are also considerably cheaper than large reactors. So, a very viable answer for any African country is to plan for PBMR nuclear systems. One PBMR reactor will produce 100 to 200 Megawatts, depending on its design. As the country requires more power, it simply installs more PMBRs.
An important consideration with nuclear power in Africa is for countries to work together. Africa needs a nuclear network for operations, training and general nuclear development. In the spirit of Fourth Industrial Revolution thinking, now is the time to plan an African nuclear network. Thankfully a number of African countries have already launched that process.

THE Japanese government has identified and acknowledged the current ~20 year-long global warming “pause” or “hiatus”. The (inconvenient) atmospheric phenomenon that has been the subject of much research and debate in peer-reviewed scientific journals for many years now.
BASED on data from the Japan Meteorological Agency (JMA), the government has justified the expansion of its global-leading, ultra-supercritical HELE coal-fired power plant technology both domestically and abroad.

We all know that the Japanese love their sushi. Japan is also famous for sake, a rice wine unique to the country. Lately, the Japanese have shown unrestrained love for a commodity that is increasingly demonized by climate groups: coal.
Global warming alarmists blame coal for causing dangerous global warming. But the Japanese beg to differ. They have revived their love affair with coal. Why? That’s an interesting story.
Soon after the Fukushima nuclear incident, public sentiment towards nuclear energy became hostile. Many organizations, including foreign non-profits, called for the closure of nuclear plants on fears of future mishaps.
The Fukushima plant was outdated and less safe than Japan’s other, modern nuclear plants. Yet, the impact of the Fukushima disaster (in which no one died from radiation exposure) remains fresh in people’s minds, and the nation was not ready to defend the operations of other nuclear plants.
The Japanese government caved in to the pressure and closed many nuclear plants. By 27 March 2012, Japan had only one out of 54 nuclear reactors operating. As a result, the country was forced to seek alternative sources of energy generation.
The Japanese understood that renewable sources like wind and solar could not provide stable and affordable electricity, at least not in the magnitude necessary to meet peak energy demands of Japan’s power-guzzling cities.
The most economical and safe solution was coal. Contrary to popular belief and the mainstream media, coal is not as polluting as you might think.
Moreover, coal is a tried and tested source of energy, guaranteeing superior-quality, stable output to meet the energy demands of modern cities and industries.
With the development of “clean coal technology,” coal combustion now results in fewer contaminants and more energy, making it far superior to the combustion plants of previous decades.
So, Japan went against the tide and embraced coal with both arms.
It now employs the most advanced and safest coal combustion technology available on the planet, becoming a leading manufacturer and exporter of clean coal technology.
But Japan’s use of coal is not justified exclusively on the basis of the country’s nuclear debacle. The heart of the reason is Japan’s climate.
For the past three decades, there has been no significant warming in its major cities.
Data from the Japan Meteorological Agency (JMA) clearly indicates that there has been no significant deviation in the monthly average temperature between 1998 and 2018. The period between is of special importance to the Japanese government.
As per the climate doomsday theorists, temperatures should have displayed a strong warming trend as the manmade carbon dioxide emissions increased exponentially.
But the temperature levels failed to display any warming trend. That flies in the face of the notion that atmospheric carbon dioxide concentration levels control temperature over the island nation—or, for that matter, the world.
Last week, Sapporo recorded its coldest day in 40 years. In fact, winter in Japan had no warming trend from 1986 to 2018, with the January monthly mean temperature anomalies displaying a cooling trend. If anything, there has been a cooling trend in Japan between 1998 and 2018.
So, the reason for Japanese embrace of coal is pretty clear: no significant warming, coupled with the post-Fukushima anti-nuclear hysteria.
No country would want to reduce its emissions when its monthly average temperatures are actually decreasing. It is for this reason that Japanese Prime Minister Shinzō Abe refuses to stay true to the hasty anti-coal commitments he made at the UN’s international climate summits.
Instead of discouraging the use of coal, Japan is increasing its dependency on coal. Abe has sanctioned the addition of 35 new coal power plants to the 100 currently operational. The country is also encouraging its Asian neighbors and other developing countries to purchase its clean coal technology.
The Japanese response to the anti-coal establishment, besides being bold, accurately reflects climate reality. Japan understands the need to prioritize the domestic energy needs over faulty, pseudo-scientific forecasts of climate doom.
The lack of warming, however, is not limited to Japan. Satellite temperature measurements (between 1979 and January 2019) show no significant warming in the earth’s atmosphere during the past 19 years.
Other countries should emulate Japan’s example, especially in the developing world. Domestic energy needs are far too important to be slain on the altar of global warming hysteria.

AUSTRALIANS would face serious jail time for producing coal-fired electricity under a radical Greens policy to be unveiled on Friday.
Thermal coal would be banned within 12 years, while the burning and exporting of the black rock would become a criminal offence as part of the proposed new laws.
Despite coal accounting for more than three-quarters of the national energy market, the Greens will introduce a Bill in federal parliament over the coming weeks to make it illegal by 2030.
Under the legislation, companies would face fines totalling more than $10 million for using the fossil fuel and their senior executives could be sent to jail for up to seven years.
In a speech to the United Firefighters Union in Hobart, Greens deputy leader Adam Bandt will argue the policy is needed to avert a “climate catastrophe”.
Pointing to deadly wildfires in California over the past week, Mr Bandt will say the continued burning of thermal coal was making bushfires more severe and frequent.
“The reality is every tonne of coal that is burnt makes the bushfire threat worse,” Mr Bandt is expected to tell the conference.
“And every tonne of coal burnt brings us closer to climate catastrophe.”
Based on laws banning asbestos, the proposed laws would make it illegal to use coal aside from some narrow exemptions for research and heritage purposes.
Between now and 2020, quotas would be imposed on the export of coal so that the amount reduces to zero by 2030.
“Coal is the next asbestos and it is time we regulated it as such. It is toxic and dangerous,” Mr Bandt said. “The Greens’ plan would see Australia quit coal home and abroad by 2030.
“Funds raised from coal export permits during the phase-out period would be used to support Australia’s coal communities during the transition.”
Australia is the biggest coal exporter in the world, and the fuel is the country’s second biggest export.
The laws would not apply to coking coal, which is used to make steel.
The Greens plan goes much further than what either the Coalition or Labor is promising in terms of phasing out coal.
Labor has a renewable energy target of 50 per cent by 2030, while the Morrison Government has committed to reduce emissions to 26-28 per cent on 2005 levels by 2030.

China Is Expected to Phase Out Renewable Subsidies, Continue to Build Coal Plants
China’s energy regulator indicated the country will speed up efforts to ensure its wind and solar power can compete without subsidies and achieve “grid price parity” with traditional energy sources. China is encouraging renewable manufacturers and developers to drive down costs through technological innovations and economies of scale in order to phase out power generation subsidies, which have become an increasing burden on the state.
China owes about 120 billion yuan ($17.5 billion) in subsidies to solar plants despite cutting its subsidies to solar power and capping new capacity at 30 gigawatts this year—down from a 53 gigawatts in 2017—because the government is concerned about overcapacity and a growing subsidy backlog.
China’s National Energy Administration issued the draft guidelines on September 13, 2018, indicating that some regions with cost and market advantages had “basically achieved price parity” with clean coal-fired power and no longer required subsidies, and that other regions should learn from their experiences. The draft guidelines urged transmission grid companies to provide more support for subsidy-free projects and ensure they have the capacity to distribute all the power generated by wind and solar plants. Currently, China is soliciting feedback from the industry and has not given a date for implementation of the guidelines.
Coal Construction Continues
While China is putting the brakes on its renewables, it has restarted coal-fired projects that had been put on hold. Approximately 46.7 gigawatts of new and restarted coal-fired power construction has been spotted through satellite imagery. The coal-fired power plants are either already generating power or will soon be operational, increasing China’s coal-fired power capacity by 4 percent.
Coal consumption in China increased 3.1 percent in the first half of 2018 compared with the same period last year due primarily to coal-fired generation. Electricity consumption increased 9.4 percent during that period. A rebound in industrial demand for electricity and electric power shortages during the summer in some regions have made policy-makers more accepting of overcapacity from demand-responsive generation. Economic data for the first half of 2018 indicate that China’s power demand is rebounding.
Despite the change in coal-fired plant construction, overcapacity is still a problem in China. Utilization rates for coal-fired plants recovered slightly from a 50-year low in 2016, but have not even returned to 2015 levels. About half of the country’s coal-fired power plants were running at a loss in the first six months of this year due to high coal prices. Because of capacity cuts in its domestic mining sector, China’s coal imports increased, driving global prices for thermal coal that is used to generate electricity.
Thermal Generation Outpaces Renewable Generation
Despite China’s push to ensure all solar and wind production is distributed by the grid, China’s thermal electricity production (coal, natural gas, oil, and biomass) is increasing much faster than its renewable (wind and solar) electricity production. In the second quarter of 2018, wind and solar generation increased by 51 terawatt hours while thermal electricity production increased by 176.9 terawatt hours—about 3.5 times as much. Together wind and solar power represented just 21 percent of the increased power generation in the second quarter, while thermal power provided 72 percent.
Conclusion
China is still counting on coal to keep the lights on and keep its industrialization booming. While it has invested heavily in subsidizing its solar power industry, it realizes it cannot continue with the massive subsidies and has issued draft guidelines to phase them out. Despite having overcapacity and underutilized plants, it is continuing to construct coal-fired plants to ensure that power is available throughout the country and throughout the day.

AUSTRALIAN high-energy, thermal coal export earnings and volumes are running at record rates on the back of strong Asian power station demand. While it is early days, the July 2018 revenue figure is 31 per cent up on July 2017.

EXPORT volumes rose 10 per cent to a record 19.87 million tonnes, representing an annual rate of 238 million tonnes.
FEDERAL Resources Minister Matt Canavan said the figures backed up previous expectations that Australia’s high-energy coal would be in demand from Asia’s growing coal-fired power sector as it chased better air quality and lower emissions.
THE strong thermal coal exports come as combined exports of east coast thermal coal, used to generate electricity, and coking coal, used to make steel, overtake West Australian exports of iron ore as the nation’s top export.
ACCORDING to the ABS data, July’s combined coal exports beat iron ore for the third straight month, coming in at $5.58bn, compared to iron ore’s $4.74bn.
CHINESE coal-fired power generation was up 7.3 per cent in the first seven months of this year, from a year earlier.
AND Australia’s higher-quality coal, in terms of energy content, is being favoured over domestic mines and import competitors such as Indonesia as China tries to combat air pollution.
THE strength in coal prices has favoured those prepared to invest against a growing campaign and activism against thermal coal.

Wind and solar account for just six percent of total electricity globally, despite decades of subsidies. The growth of fossil fuels were enough to wipe out any emissions reductions from wind and solar, which grew 17 percent and 35 percent, respectively.
According to Bloomberg New Energy Finance (BNEF), public and private actors spent $1.1 trillion on solar and over $900 billion on wind between 2007 and 2016…. To put this roughly $2 trillion in investment in solar and wind during the past 10 years in perspective, it represents an amount of similar magnitude to the global investment in nuclear over the past 54 years, which totals about $1.8 trillion.
