AUSTRALIANS would face serious jail time for producing coal-fired electricity under a radical Greens policy to be unveiled on Friday.

Thermal coal would be banned within 12 years, while the burning and exporting of the black rock would become a criminal offence as part of the proposed new laws.

Despite coal accounting for more than three-quarters of the national energy market, the Greens will introduce a Bill in federal parliament over the coming weeks to make it illegal by 2030.

Under the legislation, companies would face fines totalling more than $10 million for using the fossil fuel and their senior executives could be sent to jail for up to seven years.

In a speech to the United Firefighters Union in Hobart, Greens deputy leader Adam Bandt will argue the policy is needed to avert a “climate catastrophe”.

Pointing to deadly wildfires in California over the past week, Mr Bandt will say the continued burning of thermal coal was making bushfires more severe and frequent.

“The reality is every tonne of coal that is burnt makes the bushfire threat worse,” Mr Bandt is expected to tell the conference.

“And every tonne of coal burnt brings us closer to climate catastrophe.”

Based on laws banning asbestos, the proposed laws would make it illegal to use coal aside from some narrow exemptions for research and heritage purposes.

“Coal is the next asbestos and it is time we regulated it as such. It is toxic and dangerous,” Mr Bandt said. “The Greens’ plan would see Australia quit coal home and abroad by 2030.

“Funds raised from coal export permits during the phase-out period would be used to support Australia’s coal communities during the transition.”

The laws would not apply to coking coal, which is used to make steel.

The Greens plan goes much further than what either the Coalition or Labor is promising in terms of phasing out coal.

Labor has a renewable energy target of 50 per cent by 2030, while the Morrison Government has committed to reduce emissions to 26-28 per cent on 2005 levels by 2030.

China’s energy regulator indicated the country will speed up efforts to ensure its wind and solar power can compete without subsidies and achieve “grid price parity” with traditional energy sources. China is encouraging renewable manufacturers and developers to drive down costs through technological innovations and economies of scale in order to phase out power generation subsidies, which have become an increasing burden on the state.

China owes about 120 billion yuan ($17.5 billion) in subsidies to solar plants despite cutting its subsidies to solar power and capping new capacity at 30 gigawatts this year—down from a 53 gigawatts in 2017—because the government is concerned about overcapacity and a growing subsidy backlog.

China’s National Energy Administration issued the draft guidelines on September 13, 2018, indicating that some regions with cost and market advantages had “basically achieved price parity” with clean coal-fired power and no longer required subsidies, and that other regions should learn from their experiences. The draft guidelines urged transmission grid companies to provide more support for subsidy-free projects and ensure they have the capacity to distribute all the power generated by wind and solar plants. Currently, China is soliciting feedback from the industry and has not given a date for implementation of the guidelines.

Coal Construction Continues

While China is putting the brakes on its renewables, it has restarted coal-fired projects that had been put on hold. Approximately 46.7 gigawatts of new and restarted coal-fired power construction has been spotted through satellite imagery. The coal-fired power plants are either already generating power or will soon be operational, increasing China’s coal-fired power capacity by 4 percent.

Coal consumption in China increased 3.1 percent in the first half of 2018 compared with the same period last year due primarily to coal-fired generation. Electricity consumption increased 9.4 percent during that period. A rebound in industrial demand for electricity and electric power shortages during the summer in some regions have made policy-makers more accepting of overcapacity from demand-responsive generation. Economic data for the first half of 2018 indicate that China’s power demand is rebounding.

Despite the change in coal-fired plant construction, overcapacity is still a problem in China. Utilization rates for coal-fired plants recovered slightly from a 50-year low in 2016, but have not even returned to 2015 levels. About half of the country’s coal-fired power plants were running at a loss in the first six months of this year due to high coal prices. Because of capacity cuts in its domestic mining sector, China’s coal imports increased, driving global prices for thermal coal that is used to generate electricity.

Thermal Generation Outpaces Renewable Generation

Despite China’s push to ensure all solar and wind production is distributed by the grid, China’s thermal electricity production (coal, natural gas, oil, and biomass) is increasing much faster than its renewable (wind and solar) electricity production. In the second quarter of 2018, wind and solar generation increased by 51 terawatt hours while thermal electricity production increased by 176.9 terawatt hours—about 3.5 times as much. Together wind and solar power represented just 21 percent of the increased power generation in the second quarter, while thermal power provided 72 percent.

Conclusion

China is still counting on coal to keep the lights on and keep its industrialization booming. While it has invested heavily in subsidizing its solar power industry, it realizes it cannot continue with the massive subsidies and has issued draft guidelines to phase them out. Despite having overcapacity and underutilized plants, it is continuing to construct coal-fired plants to ensure that power is available throughout the country and throughout the day.

EXPORT volumes rose 10 per cent to a record 19.87 million tonnes, representing an annual rate of 238 million tonnes.

FEDERAL Resources Minister Matt Canavan said the figures backed up previous expectations that Australia’s high-energy coal would be in demand from Asia’s growing coal-fired power sector as it chased better air quality and lower emissions.

THE strong thermal coal exports come as combined exports of east coast thermal coal, used to generate electricity, and coking coal, used to make steel, overtake West Australian exports of iron ore as the nation’s top export.

ACCORDING to the ABS data, July’s combined coal exports beat iron ore for the third straight month, coming in at $5.58bn, compared to iron ore’s $4.74bn.

CHINESE coal-fired power generation was up 7.3 per cent in the first seven months of this year, from a year earlier.

AND Australia’s higher-quality coal, in terms of energy content, is being favoured over domestic mines and import competitors such as Indonesia as China tries to combat air pollution.

THE strength in coal prices has favoured those prepared to invest against a growing campaign and activism against thermal coal.

Aside from the excellent information provided on the breakdown of energy sources used to power the Australian electrical grid, the main figure in contention is highlighted in red – the percentage of coal-fired power used per day versus all other sources of generation. Not surprising that of a day, coal-fired power generates more than 75% of all energy with wind and solar only ever supplying between 5 and 20% max of intermittent, expensive, unreliable and grid destabilising ‘power’. This despite unreliable-energy states having upwards of 50% capacity installed. It’s no wonder Australia’s electricity prices are among the highest in the world. South Australia officially ‘the highest’ with the highest penetration of highly subsidised unreliables – wind, solar….and a giant battery.

Australian elected representatives, from both sides of the aisle, morally swooned into symbolic, unreliable and ‘unelected‘ green-energy sources that have destroyed Australia’s competitive advantage with power prices, now officially, the highest in the world.

MEANWHILE, the rest of the energy-sane world saves their virtuous eco-speak for Paris gabfests and moves forward with cheap, efficient and reliable energy sources that underpin economic strength and job security.

THE global coal-fired power boom Via The Australian :

Nations around the world are building coal-fired power plants at a faster rate than those being ­decommissioned. The plants under construction reflect a 10 per cent increase to the total global generation powered by coal.

New electricity generated by coal-fired plants will outstrip that which was retired in 2015 and 2016 by a factor of five.

With Australia facing a policy crisis over energy security and the winding back of reliance on coal, construction of new coal-fired power plants was increasing in at least 35 countries, according to data analysis supplied to the ­Nationals by the federal parliamentary library. China has 299 new coal generation units under construction, followed by India which is building 132. Australia’s closest neighbour, Indo­nesia, was planning a further 32.

Nuclear countries, including Japan and South Africa, were also increasing their exposure to coal-powered investment, with 21 new plants between them. Vietnam was building 34.

The data was requested by ­Nationals senator and party whip John Williams, who has argued that the carbon emissions produced by the new plants worldwide would eclipse Australia’s total carbon emission profile.

“We don’t have a tent over Australia … emissions are going up around the world because of these generators being built,” ­Senator Williams told The Australian. “We are bowing down to the green agenda which will make no difference to the world’s ­emissions.

“It makes no sense. We will de-industrialise Australia and let everything be manufactured overseas with higher emissions.”

The parliamentary library paper showed that 321 gigawatts of new generation would come from coal plants under construction globally. In 2015 and 2016, total coal generation retired amounted to 64 gigawatts.

Worldwide, the paper showed, there were currently 5973 units of coal-fired power generation. There are often multiple power-generating units within a power station. The number of new units under construction totalled 621.

It would take until 2057 for Australia’s 16 remaining coal-fired power stations to reach the end of their working life, with four slated to shut in the next decade.

Labor and the Coalition have allowed the politics of ­climate change to distort sensible energy policy. The only difference between the two major parties is one of degree, with Labor pushing a higher renewable energy target than the Coalition. In both cases, the climate tail is wagging the energy dog, with RETs and subsidies rendering investment in coal unviable, leading to gaps in baseload power, grid instability, blackouts and that insufferably high power bill on your kitchen bench. If renewables made economic sense without subsidies, the industry would thrive without an RET and without driving up energy ­prices. It’s hard to imagine a policy more certain to kill jobs and industry and drive investment offshore.

When China halted plans for more than 100 new coal-fired power plants this year, even as President Trump vowed to “bring back coal” in America, the contrast seemed to confirm Beijing’s new role as a leader in the fight against climate change.

But new data on the world’s biggest developers of coal-fired power plants paints a very different picture: China’s energy companies will make up nearly half of the new coal generation expected to go online in the next decade.

These Chinese corporations are building or planning to build more than 700 new coal plants at home and around the world, some in countries that today burn little or no coal, according to tallies compiled by Urgewald, an environmental group based in Berlin.
